SharePoint and "Required permissions cannot be acquired"

Yesterday I got a phone call where a fresh installation of Windows SharePoint Services (on a fresh Windows 2003 Server) couldn't create new sites. The error message that appeared was "Required permissions cannot be acquired".
The solution was to elevate the trust level in the web.config from WSSMinimum to Full, although WSSMedium might have sufficed.
I'm still not sure as to why this happens. At WSSMinimum one should still be able to create new WSS Sites, or am I wrong ?
